SPEECH FROM THE THRONE FALL 2015 MODEL YOUTH PARLIAMENT NOVEMBER 27, 2015 Madame Speaker and Members of the Legislative Assembly: It is with great pleasure that I welcome all of you as members of the 2015 Model Youth Parliament. Cher(ères) participants(es), au Model des juenes parlementaires 2015, c’est avec grand plaisire que je vous souhaite la plus cordiale des bienvenues. Au fil des ans, plusieurs rassemblements comme celiu-ci ont eu lieu dans différent coins de notre pays. Je me réjouis du fait que les 6 clubs de Rotary de l’Île-duPrince-Édouard, avec le Club Rotary d’Hillsborough en tête, ont pris l’initiative d’assurer la continuité de ce project à l’Île-du-Prince-Édouard depuis 1988. Cette co-opération entre les different clubs est valuable et j’ose espéer que l’organisation du Model des juenes parlementaires ici à l’Île-du-Prince-Édouard va se continuer pour de nombreuses années. Through the years, gatherings such as this have been held on many occasions in various parts of the Country. I am delighted that all six Rotary Clubs on Prince Edward Island, led by the Rotary Club of Hillsborough, have taken the initiative in continuing this project in Prince Edward Island since 1988. This co-operative effort is a most commendable one, and I hope that the practice of conducting Youth Parliament in Prince Edward Island will continue for many years to come. The Premier of this Parliament and his Government are greatly concerned about the health, education, social well-being and economic development of this province and its’ residents. It is the Government’s position that in order to ensure a bright and successful future for the Province as a whole there have to be greater initiatives on the 2 part of the Government today. To this end, the Government of Prince Edward Island is making several recommendations concerning the heath, education, social well-being and economic development of Islanders, among which are: 1. The Improved On-Island Health Services Act will commit this Government to ensuring that to the extent possible, all health services shall be available in the Province. 2. The Youth Community Centres Act will establish youth community service centres in each city and municipality in Prince Edward Island. 4. An amendment to the Environmental Protection Act will increase penalties for violations under that Act. 5. The Prince Edward Island Public Transit Act will establish a public transit system to serve every city and municipality in Prince Edward Island. 6. The Price You See and Pay Act will require any advertisement, sticker or price tag to include the price and tax payable for goods as one number. 7. The Snow Clearing and Removal Act will require all snow and ice clearing on public roads to be performed by Government employees. 8. The Seniors Drug Cost Assistance Act will ensure that all persons over age 65 where family income is less than $40,000.00 will have the full cost of all drugs reimbursed by the Province. 9. The Student Loan Forgiveness Act will provide forgiveness of student loans for students who remain and work in Prince Edward Island after graduation. 3 10. The Healthy Living Tax Credit will allow for a tax credit for children enrolled in a prescribed fitness program. 11. The Rural School Teacher Act will provide a bonus for specialty teachers to teach in rural schools. 12. The Clean Energy Act will provide for fixed carbon emissions targets for P.E.I. and allow for the establishment of a cap and trade system. 13. The World Wide Health Coverage Act will ensure that all Island residents whose annual family income of less than $40,000.00 shall be fully insured for all health services provided outside of Canada. The Government has been advised that Her Majesty’s Loyal Opposition will present resolutions to this House dealing with such issues as: 1. Implementing a catch/share program that limits the amount that fish companies can acquire per season. 2. Creating a grant program to help Island businesses retain skilled trade workers. 3. Developing a policy to stop the practice of social promotion in elementary and secondary schools. 4. Establishing a junk food tax on high calorie, high sugar, high salt foods and beverages. 5. operations. Providing an incentive program to allow farmers to transition to organic 4 6. Providing tax-free allowances for certain family necessities. 7. Designing a program that provides grants to employers willing to hire new post-secondary graduates. 8. Implementing a program to fund special education and English classes for new immigrants. 9. Requiring Canadian grown products to be labelled so as to show they contain no added growth hormones. 10. Providing financial assistance and incentives to encourage business to convert to the use of more sustainable energy resources. Je suis convaincu que, Durant cette session, les jeunes de cette province sauront soulever plusieurs autres sujets intèressants. Je suis persuade que vous porterez une attention particulière à chacun des sujets qui vous seront presents et que vos ferez en sorte que tous les insulaires bénéficient de cette session des jeunes parlementaires de l’Île-du-Prince-Édouard. It is anticipated that several other matters of vital importance to the youth of this Province will be raised during this session. I am confident that you will give careful and considered attention to all matters which will be brought before you and that you will ensure that all Islanders benefit from this session of the Prince Edward Island Youth Parliament. May Divine Providence assist and guide you in the responsible duties you have assumed.
