The Blue Pennant of Ghent

Eend”
As a part of its 60th anniversary celebration, the
Ghent Sea Scout group “De Wilde Eend” hosted
the biennial competitive event called ‘The blue
Pennant.’ The event was held over the last
weekend of April.
The event is set in the 19th century when big sailing
vessels ruled the oceans. “Time is money” was the
slogan of the day. English shipping companies
competed with one another to transit the Bishop’s
Rock (South Ireland) to New York route in the
shortest time possible. The “Blue Pennant” was
used to recognize the winning shipping company.
Other European countries was allowed to compete
in this prestigious event later in the 20th century.
Today, the Bleu Pennant is no longer the subject
transatlantic competition, but in 2005 it was
revived in Belgian waters and this time took place
in Ghent at the sport- and recreation area,
‘Blaarmeersen.’
As in the old days of shipping companies, winning
the Blue Pennant trophy means a lot to Sea Scouts.
It involves demonstrating nautical knowledge,
group training, and team spirit. It also provides an
opportunity to meet other scouts and make new
friends.
The first contestants arrived on Friday evening,
April 29th. They came from Germany, Croatia, and
Slovenia, as well as Belgian groups from Ghent,
Antwerp, Brussels, Maaseik, and elsewhere.

Mindful that
breakfast the
next day
would be
served at 7 AM, taps was sounded at 2 AM.
The following day the 450 Sea Scouts participated
in the 43 competitive events. It was a warm day
and everybody enjoyed being outdoors. The
Scouts sailed, rowed, built rafts, pulled rope, as
well as many other physical activities.
At the end of the first day of competition, everyone
enjoyed a well deserved hot meal. Afterwards,
some Scouts were only interested in bed. Others
on the other hand were fit enough to party until 2
in the morning.
The following day was much hotter, and after
morning briefing and water distribution, the Sea
Scouts set off to complete the final events in a little
time and as much team spirit as possible. The
competition concluded at 1 PM. Lunch followed,
which also provided the jury with time to sit
together and the groups to start clean up the
campsite.
Each group was very proud of their successes,
which demonstrated their participation and team
spirit as much as skill. The host group, Ghent Sea

Everyone really enjoyed this successful weekend
and all are looking forward to reuniting. The event

Comme une partie de sa celébration
d'anniversaire 60, le groupe Scout Marin “De
Wilde Eend” a accueilli l’événement compétitif
biennal appelé “Le Fannion Bleue.” L'événement
a été tenu par-dessus le dernier weekend d'avril.
Au dix-neuvième siècle quand les grands
vaisseaux de voile ont gouverné les océans, “le
Temps est de l’argent” était le slogan du jour.
Les compagnies de navigation ont fait
concurrence l'un à l'autre sur la route Atlantique
du nord. Quand la vapeur est devenue établie,
le bateau avec la traversée la plus rapide du
Bishop’s Rock (les Ilots de Scilly) à New York a
été dit de tenir le "Riband Bleu".

Dans 2005 la compétition a eu lieu à Gand, au
centre de sport et de recreation, le
Blaarmeersen. Les premiers participants sont
arrivés le vendredi soir, 29 avril. Ils sont venus de
l’Allemagne, de la Croatie, et de la Slovénie, en
plus des groupes belges de Gand, Anvers,
Bruxelles, Maaseik, et ailleurs.
Après avoir établi leurs tentes, les Scouts Marins
ont rassemblés pour écouter les instructions.
Attentif que déjeuner le lendemain serait servi à
7 am, on a éteint les lumières à 2 am.
Le jour suivant, 450 Scouts Marins ont participés
dans les 43 événements compétitifs. Le jour était
chaud et tout le monde a apprécié être en plein
air. Les Scouts ont fait de navigation à voil et à
l’aviron, ils ont construit les radeaux, ils ont tiré
le cordage, et ils ont fait beaucoup des autres
activités physiques.
A la fin du premier jour de la compétition, tout le
monde a apprécié un bon repas. Ensuite,
quelques-uns ont voulu seulement de dormir,
mais il y avait des autres qui étaient capables de
faire la fête jusqu' à 2 dans la matinée.
Le jour suivant était beaucoup plus chaud, et
après le briefing de matin et la distribution d'eau,
les Scouts Marins règlent de compléter les

événements finaux dans un petit temps et comme
un beaucoup d’esprit d’équipe comme possible.
La compétition a conclu à 1 pm. Le déjeuner a
suivi, qui a fourni aussi le jury avec le temps
s'asseoir ensemble et les groupes commencer à
nettoyer le terrain de camping.
Chaque groupe était très fier de leurs succès, qui
ont démontré leur participation et leur esprit
d’équipe autant que leur compétence. Le groupe
d’accueil, “De Wilde Eend” de Gand, était très
fier de gagner 2 fanions bleus.
Tout le monde vraiment a apprécié ce weekend
couronné de succès et regarde en avant à réunir.
L’événement sera encore tenu dans 2008 (pour
éviter le centenaire du Scoutisme) dans Ostend.
Nous espérons que nos vieux et nouveaux amis
nous joindront aussi.
Orava Lake Again In Blue!

The biggest, longest, hottest, most international,
and probably most successful in history: These
were the attributes of AQUA 2005. This
international Sea Scout gathering took place in
Namestovo, Orava Lake, Slovakia from 27 July
to 1 August 2005. After three cloudy and rainy
weeks, the sun returned and the 5th AQUA
welcomed more than 300 Scouts and Guides
from 10 European countries including the Czech
Republic, Belgium, France, Germany, Lithuania,
the Netherlands, Poland, Sweden, Ukraine and
Slovakia.
The theme
was
“Water is
life!”,
which was
easy to in
each of
the five
days of
program.
The participants had opportunities to take a part
in various water and land activitities like sailing,
windsurfing and canoeing on Orava Lake, as
well as wild water rafting and canyoning on the
Dunajec River. Vistors to “Extreme” had a chance
to abseil the water dam, use the ropeway or
experience “deadly jump” or “human crane” on
the trees. In cooperation with local municipality
we carried out a Community Project focused on
cleaning the countryside around the lake of
trash. The environmental focus continued as a
part of “EnviroCentre” activities where
participants discussed and played games about
various ecological problems including global
ones.
The daily program was enhanced by several
evening activities, as well as an opening
ceremony, an International Evening with
presentations of groups and countries, Orava
Castle night tour cloaked by mysterious history of
the region, a folk rock concert and a Farewell
Party.
What is special about AQUA? Most participants
from from outside of Slovakia. The event was not
only the place to meet, exchange experiences,
establish partnerships, and motivate for the
future, but it is also a “Sea Scouting Showcase”
for our “land” friends and those who have never
experienced the great water adventure. We hope
that AQUA will support the growth of Sea
Scouting in our country. We all look forward to
the next AQUA in 2008. All are welcome!

Le Lac de Orava Encore Dans le Bleu!

AQUA 2005
Le plus grand, le plus long, le plus chaud, le plus
international et probablement le plus fructueux
dans son histoire, ceux-ci peuvent être des
attributs d’AQUA 2005. Ce rassemblant
international Scout Marin a eu lieu dans
Namestovo, le Lac de Orava (Slovaquie) de 27
juillet à 1 août. Après trois semaines nuageuses
et pluvieuses, le soleil est apparu, et le
cinquième AQUA a accueilli plus de 300 Scouts
et Guides de 10 pays européens la République
Tchèque, Belgique, France, Allemagne, Lituanie,
Pays Bas, Pologne, Suède, Ukraine et Slovaquie.
Le thème était “l’Eau est la vie !” et vous pouviez
le sentir dans chacun de les 5 jours du
programme. Les participants avaient l’occasion
de participer aux diverses activités sur l’eau et sur
la terre - comme faire la voile, la planche à voile
et le canoë-kayak sur le Lac d’Orava, et aussi

sortir à radeau sur l’eau sauvage, et canyoning
sur la rivière de Dunajec. Les visteurs à
“l’Extrême” avaient l’occasion de descendre en
rappel le barrage d’eau, d’utiliser le pont de
cordage, ou de rencontrer “le saut mortel” ou
“la grue humaine” sur les arbres! Avec la
coopération de la municipalité locale, nous
avons exécuté un Projet de Communauté - le
nettoyage de detritus du terrain autour du lac.
Dans “l’EnviroCentre” le thème écologique a
continué dans les activités où les participants ont
discuté, et ont joué les jeux relatifs aux divers
problèmes écologiques.
Le programme quotidien a été enrichi par des
activités du soir - la cérémonie d’ouverture, le
Soir International avec les présentations des
groupes et des pays, la visite du soir au Château
de Orava, envellopé de l’histoire mystérieuse de
la région, le concert de folkrock et la Fête
d’Adieu.
Qu’est-ce c’est spécial de AQUA?
Principalement parce qu’il y a seulement quelque
douzaine des Scouts Marins dans Slovaquie.
L’événement est non seulement l’endroit pour
rencontrer, pour échanger des expériences, pour
établir des partenariats et motiver pour l’avenir,
mais c’est
aussi
“l’Expositi
on du
Scoutisme
Marin”
pour nos
amis de
“la terre”
et ceux qui
n’ont
jamais touché la grande aventure d’eau. Nous
espéronons qu’AQUA soutiendra la croissance
de Scoutisme Marin dans notre pays. Nous
attendons avec impatience l’événement prochain
en 2008. Vous êtes tout accueil ! Au revoir à

William I Koch International Sea Scout
Cup 2006
The International Sea Scout Cup match will be
held in 2006 at the Coral Reef Yacht Club in
Miami,
Florida.
The dates
are July
23-29th.
This weeklong event
will feature
Sea Scout
teams from
around the
world. The race will be conducted on 420s and
consist of two-person race crews.
Crews will arrive on Sunday July 23, 2006 and
will stay at the four star Double Tree Hotel across
the street from the Coral Reef Yacht Club. This
area of Miami is called “Coconut Grove” and
features up-scale and unique shops.
Racing crews will be treated to a full-day trip to
the Florida Keys where they will snorkel in one of
the largest living reefs in the world. Each team
will be given a full day of professional coaching
and practice prior to the race starting. The
awards dinner will be held at the famous estate
of William I. Koch, who was the winner of the
America’s Cup in 1992. This is a beautiful
35,000 sq foot estate is located on Palm Beach
Island.
The event will consist for several days of racing
with the winner being awarded the Sea Scout
Cup. The Sea Scout Cup is silver and was made
by Aspreys of London. Aspreys is the same
company that made the America’s Cup 150
years ago. The Cup stands the same height as
the America’s Cup and rivals any sailing cup in
the world.
International teams may register for this event by
logging on to the Sea Scout cup website at
www.seascoutcup.org . Sea Scouts must be at
least 14 years old and not yet 21 years old on
the last day of the event. The cost, which
includes all food, lodging, and the entrance fee,
is $300.00 USD. The entrance fee pays also
includes all food and activities and T Shirts and
ball cap. Rooms at the Double Tree Hotel may
be applied for online at the Sea Scout Cup
website for a special rate of $100.00 per night.

Official Recognition of Finnish Sea
Scouts’ Training System

Scouts Finland
The requirements for International Certificate for
Operators of Pleasure Craft have been renewed
by Economic Commission For Europe of UN,
and written in Resolution No. 40. The purpose is
to align requirements within participating
countries. As a consequence local policies have
been reviewed in many countries. In Finland the
local maritime authority, the Finnish Maritime
Administration (FMA), started the review process
in cooperation with many providing training in
yachting and boating organizations. The Guides
and Scouts of Finland participated in this process
as well.
In Annex 1 of Resolution No. 40 the
requirements for the certificate are listed. Section
II, clause 1c states that the applicant must “have
successfully passed an examination to prove the
necessary competence for pleasure craft
operation.” Because the maritime authority in
Finland is not a training organization, the
responsibility of training has been assigned to
other groups.
To ensure the quality of the training, FMA
established some requirements for the
organizations. Naturally the authority required
participating organizations to fulfill the legal
requirements, but it also required organizations
to build a quality system that would later be
certified.

Guides and Scouts of Finland started to work on
the quality
system, which
resulted in the
completion of
the quality
handbook in
April of this
year. In May
the
representatives
of the Finnish
Maritime
Administration
certified the
maritime
training quality
system of the Guides and Scouts of Finland.
Upon the completion of the Yacht Master course
of the Guides and Scouts of Finland, a
participant is certified as a “Yacht Master.” With
this certificate one can also apply for an
International Certificate for Operators of
Pleasure Craft, which the authority will issue as
long as the applicant fulfills additional
requirements.

and by contacting your local maritime authority.

était l’achèvement du manuel de qualité en avril
cette année. En mai les représentants de
l’Administration Maritime Finlandaise ont certifié
le système de qualité de la formation maritime
des Guides et Scouts de Finlande.
Sur l’achèvement le cours de “Patron de Yacht”
des Guides et Scouts de Finlande, un participant
est certifié comme un Maître de Yacht. Avec ce
certificat on peut demander aussi le Certificat
International pour les Opérateurs des Bateaux de
Plaisance, que l’autorité distribuera, aussi
longtemps que le candidat accomplit d’autres

Irish Sea Scouts in Tall Ship Race
Les conditions pour le Certificat International
pour les Opérateurs des Bateaux de Plaisance

The 2005 Tall Ships Race started on Saturday 9
July in Waterford. For 4 days beforehand the City
of Waterford hosted the first part of the Tall Ships
Festival.

Cherbourg. A crew of 16 Leaders and Venture
Scouts took part, including representatives from
2nd Louth (Blackrock), 9th Wicklow (Arklow), 8th
Port of Dublin (Dun Laoghaire), 3rd Port of Dublin
(Dalkey) and 1st Celbridge (3rd Kildare).

Malheureusement et anormalement, la Course 1
devait être raccourci en raison des vents très
légers. La course a terminé donc entre 0400 et
0500 mardi 12 juillet, le temps exact variant
pour chacune des 4 classes dans la course. La
position de chaque vaisseau, considerée
conjointement avec son handicap, a été utilisée
pour calculer les résultats. Les bateaux ont
continué alors à Cherbourg avec moteurs.
“Queen Galadriel” a été placé septième dans le
Classe B (de 12), et 25e en général (de 62).
