CWE/Nordic coupling joint target launch date
On 7 of May 2010, in Bonn and in presence of the CWE-Nordic Regulators, the
CWE-Nordic TSOs, Power Exchanges and EMCC committed to prepare for a
simultaneous go-live (launch) of the CWE-Nordic Interim Tight Volume Coupling
(ITVC) solution and the CWE Price Coupling solution, as close as possible to 7 of
September 2010, the initial target launch date for the CWE region.
The ITVC solution is based on the existing EMCC tight volume coupling model on the
German borders with Denmark and Sweden. It is scheduled to be implemented in
two steps, with the NorNed cable being integrated in the second step. The ITVC is an
interim solution that will be replaced by an enduring price coupling solution covering
at least the entire CWE and Nordic regions. The CWE and Nordic parties have
established a detailed project planning, including alignment of business processes
and testing of the solution according to the necessary quality standards. The
planning also caters for testing of the operational fall back mechanism, i.e. shadow
auctions performed by CASC-CWE which is planned to be in place from the start of
ITVC.
According to this planning, the combined target launch date of the ITVC step 1
solution and CWE Price coupling is 9 November 2010. The target launch date of
ITVC step 2, including NorNed capacity, is 14 December. Both target launch dates
are subject to successful completion of all necessary tests and subject to regulatory
approval of the solution. Confirmation of a firm launch date for step 1 is expected to
be given by mid September.

Date cible de lancement conjoint des couplages CWE – Nordique
Le 7 mai 2010 à Bonn, en présence des régulateurs des régions CWE (Central West
Europe ) et Nordique (Scandinavie), les GRT et les bourses de ces mêmes régions ainsi
qu’EMCC se sont engagés comme suit : le couplage temporaire par les volumes appelé
ITVC (Interim Tight Volume Coupling) entre la région nordique et CWE et le couplage par les
prix (Price coupling) au sein de la région CWE seront lancés simultanément à une date aussi
proche que possible du 07 septembre 2010, date cible initiale de lancement du couplage
CWE.
La solution ITVC est basée sur le modèle de couplage par les volumes actuellement opéré
par EMCC sur les frontières allemandes avec le Danemark et la Suède. Son implémentation
est prévue en 2 étapes, la liaison « NorNed » (câble Norvège – Pays bas) étant intégrée lors
de la deuxième étape. L’ITVC est une solution temporaire qui sera remplacée à terme par
une solution pérenne de couplage par les prix couvrant a minima les zones CWE et
Nordique. Les partenaires CWE et Nordique ont mis au point un échéancier de projet
détaillé, incluant l’harmonisation des processus opérationnels respectifs de même qu’une
phase de tests conforme aux normes de qualité requises. Le planning tient également
compte des tests de mode dégradés, i.e. des enchères explicites appelées « shadow
auctions » opérées par CASC – CWE, qui seront mises en place dès le lancement de l’ITVC.
Conformément à cet échéancier, la date cible de lancement simultané de l’étape 1 de l’ITVC
et du price coupling CWE est le 09 novembre 2010. La date cible du lancement de l’étape 2
de l’ITVC, intégrant NorNed est le 14 décembre 2010. Ces deux échéances sont
conditionnées par la réussite de tous les tests requis d’une part, et par l’approbation des
régulateurs d’autre part. La confirmation de la date ferme de lancement de l’étape 1 de
l’ITVC est attendue à la mi-septembre.

Gemeinsamer Starttermin für CWE/Nordic Market Coupling
Am 7. Mai 2010 wurde zwischen den Übertragungsnetzbetreibern und den
Strombörsen der Regionen „Central Western Europe“ (CWE) und „Nordic“ sowie der
„European Market Coupling Company“ (EMCC) in Bonn unter Beisein der CWE- und
Nordic- Regulatoren Folgendes vereinbart: Die Kopplung beider Regionen über das
„Interim Tight Volume Coupling“ (ITVC) sowie die Preiskopplung innerhalb der CWE
Region („CWE Market Coupling“) sollen gleichzeitig und möglichst zeitnah zum 7.
September 2010, dem ursprünglich geplanten Starttermin für das CWE Market
Coupling, gestartet werden.
Das ITVC basiert auf dem bereits an der schwedisch-dänisch-deutschen Grenze
existierenden “Tight Volume Coupling“-Modell. Die Implementierung des ITVC ist in
zwei Schritten geplant, wobei das NorNed Seekabel erst im zweiten Schritt integriert
werden soll. Dabei stellt das ITVC lediglich eine Zwischenlösung dar und wird durch
eine dauerhafte Preiskopplung ersetzt werden, die zumindest die gesamte CWE- und
Nordic-Region abdeckt.
Seitens der CWE-/Nordic-Parteien wurde ein detaillierter Projektablaufplan
entwickelt, der u.a. die Aufstellung der Geschäftsprozesse sowie Tests des
Verfahrens gemäß der geforderten Qualitätsstandards umfasst. In diesem Rahmen
sind darüber hinaus Tests der operativen Rückfallebene vorgesehen, d.h. der seitens
CASC-CWE durchgeführten Schattenauktionen, die von Beginn an verfügbar sein
sollen.
Gemäß dieser Planung ist als gemeinsamer Starttermin für den ersten Schritt des
gemeinsamen Verfahrens aus ITVC und CWE Market Coupling der 9. November
2010 vorgesehen. Als Starttermin für den zweiten Schritt des Verfahrens unter
Einbeziehung der Kapazität des NorNed Seekabels ist der 14. Dezember geplant.
Voraussetzungen für beide geplanten Starttermine sind der erfolgreiche Abschluss
aller notwendigen Tests und die regulatorische Zustimmung zu den Verfahren. Die
Bekanntgabe eines endgültigen Starttermins wird Mitte September erwartet.
