Editorial :
Le dernier Conseil des Gouverneurs de l’année s’est achevé fin novembre. Il a validé l’évaluation des activités
2013 de la Coopération technique de l’Agence et adopté son programme pour le cycle biennal 2014-2015,
conformément à la recommandation du Comité de l’Assistance et de la Coopération Techniques (CACT), qui s’était
tenu auparavant. Il fut également l’occasion pour le Gouverneur de la France auprès de l’AIEA, M. Frédéric Journès, et,
Directeur général adjoint de l’AIEA en charge du Département de l’énergie nucléaire, M. Alexander Bychkov, de signer
un Arrangement Pratique qui encadrera pour une durée de trois ans la coopération entre l’AIEA et les partenaires
français du secteur nucléaire (Instituts de recherche et/ou de formation, industriels nucléaires, etc) dans le domaine
de la formation théorique et pratique.
A titre d’information, quelques ateliers et réunions techniques seront co-organisés par le Secrétariat de l’AIEA,
les prochaines semaines :
 International Conference on "Small-sized Nuclear Power Plants - the Current Direction of Nuclear Power
Development (3-5 décembre, Moscou, voir fichier “Conference announcement for website.docx”);
 Technical Meeting to Identify Issues and Trends in Operating Experience (3-6 décembre, VIC, Vienne);
 Interregional training course on emergency preparedness and response (9-13 décembre, VIC, Vienne).

Fusion Nuclear
Technology Specialist
The Radioisotope & Radiopharmaceutical Production Chemist is: (1) a
programme developer and implementer, contributing to the planning and
development of the IAEA's programme in the specific area of
radiopharmaceutical development and production and, in particular,
diagnostic and therapeutic radiopharmaceuticals; (2) a technical expert,
planning and conducting basic technical meetings and basic technical review
missions; (3) a technical and project officer, assisting in the evaluation and
implementation of technical cooperation (TC) projects, and promoting,
coordinating and evaluating complex coordinated research projects (CRPs) in
the area of medical isotopes and radiopharmaceuticals.
The Nuclear Medicine Physician is: a technical adviser and research
coordinator, helping to ensure the efficient and effective development and
implementation of research and training; an adviser to the Section, the
Division and other IAEA staff on programmatic, scientific and technical
matters related to his/her field of expertise; and a support provider for
collaborative efforts aimed at a synergistic approach to nuclear medicine
development in Member States.
The Assistant Secretary is (a) a team member, contributing to ensuring that
the Policy-Making Organs are supported in functioning well, and (b) an analyst
seeing issues from a broad perspective taking into consideration the
competing interests of Member States and focusing on details.
The Senior Safety Officer is: (1) a programme planner and implementer,
planning, developing and implementing activities aimed at helping Member
States to enhance nuclear safety in their installations and facilities; (2) a
scientific secretary, planning and leading complex Technical Meetings; (3) a
mission leader, planning and leading technical and complex safety review and
follow-up missions; and (4) a technical and project officer, evaluating complex
technical cooperation projects in the area of safety in nuclear installations
and facilities.
The Fusion Nuclear Technology Specialist is a technical officer with several
roles: as (1) a planner and coordinator, organizing and implementing IAEA
activities on fostering enhanced cooperation in fusion nuclear technology
development; (2) a facilitator, helping Member States to establish networks
of cooperation among laboratories featuring fusion nuclear technology as
well as fusion-relevant material activities.

The Safeguards Information Analyst is: a specialist in the analysis of issues
related to global procurement and trade controls of nuclear related goods,
services and technology; a key player in developing and maintaining new
information sources for the IAEA; and a key contributor to broader efforts to
develop and improve analytical approaches in support of the Department’s
State evaluation process.
The Reviser provides accurate, timely and stylistically appropriate revisions
and translations of texts written mainly in English for distribution to Member
States and/or members of the Secretariat. His/her duties may include the
planning and coordination of the work of small groups of translators.
The Section Head is: (1) a manager and team leader, ensuring that all PACTspecific activities are developed, coordinated and implemented in the most
efficient and effective manner and in line with TC quality management
standards and applying a results-based approach; (2) a substantive expert,
developing PACT services tailored for the needs of Member States and
necessary processes, tools and mechanisms; (3) an adviser to the Director on
how to best address the needs of Member States in cooperation with
partners; and (4) a coordinator and focal point to ensure full alignment of
PACT activities with other Technical Cooperation activities.
The Section Head is: (1) a manager and team leader, ensuring that the PACTspecific resource mobilization strategy is further strengthened and that
relevant activities are coordinated and implemented in the most efficient and
effective manner in line with the results-based approach; (2) a substantive
expert, developing fundraising strategies and policies, tools and mechanisms
customized for PACT; (3) an adviser to the Director on resource mobilization
and related communication aspects; (4) a coordinator and focal point to
ensure full alignment of PACT resource mobilization activities with relevant
staff in the Division of Programme Support and Coordination (TCPC) and
partners; and (5) an advocate, promoting PACT activities to potential donors
and partners in resource mobilization.
The IT Systems Engineer is: (a) a technical specialist, designing and deploying
departmental secure and user-friendly solutions for the end user computing
environment; (b) a focal point, coordinating and delivering departmental
secure desktop solutions and support; (c) a solution provider, troubleshooting
and fixing technical issues related to the end user computing environment;
and (d) a project manager, defining, planning and implementing desktop
engineering projects.

The Programme and Budget Specialist analyses budget proposals for completeness, correctness and conformity
with the programme; advises programme managers on the entire programme and budgetary process, from
planning to implementation and reporting; provides guidance to programme managers to facilitate the
implementation of the budget; and prepares financial reports.
Reporting to the Director of the Division of Conference and Document Services, the Section Head leads a
professional team in shaping and implementing the programmatic objectives for the Publishing Section. This
involves proposing the budget, monitoring the financial plan, and initiating personnel processes. The Section Head
is also responsible for setting priorities in the production of publications and maintaining quality standards, as well
as for ensuring that appropriate techniques are used for the production of publications.
As a team member reporting to the Section Head, the Nutrition Specialist will formulate and implement nutrition
projects to combat malnutrition in all its forms in IAEA Member States and develop guidelines and distance learning
modules on nuclear techniques in nutrition.
As a key member of a team led by the Section Head, Effectiveness Evaluation Section, the Safeguards Specialist
coordinates and checks the work of several Safeguards Evaluators who evaluate safeguards implementation at the
facility and State level. The incumbent provides summary results of this evaluation for inclusion in the Safeguards
Implementation Report (SIR), participates in efforts to improve the effectiveness of safeguards, through analysis of
reasons for failure to attain the inspection goal at both the facility and State levels, and provides advice and
training. He/she also develops and implements a methodology for the evaluation of integrated safeguards.
