Amadeus Institute
Seven years of a moroccan Think Tank
Goals and Missions
Amadeus Institute is a professional research center
founded in 2008 and based in Rabat. Initially positioned as a laboratory of ideas tackling issues linked
to the Euro Mediterranean region, it has expanded
its scope to evolve into a credible interlocutor on
global themes, particularly focused on emerging
countries.
The major strategy of Amadeus Institute is to favor
interaction between government, private sector and
civil society through the organization of numerous
conference and workshops on the international level
such as MEDays forum or the Global Growth Conference (see the chapters detailing these conferences)
and on the national level through the organization
of different workshops. Besides the geopolitical and
economic topics raised, we also discuss education,
middle class, rapprochement between Morocco and
countries of the Gulf Cooperation Council, renewable energies, economic growth, the Arab spring,
the Israeli Palestinian peace process, the role of Morocco in Africa’s development and public finances
and their implication in reforms perspectives.
All the reflections and recommendations issued
from these studies are nurtured by Amadeus Institute s researchers and constitute a quality work that
aim to the creation of different reports and publications.
Amadeus Institute, thanks to a wide international
network, evolving year after year through its different missions, is conducting important lobbying
activities to promote Morocco’s image at the international level.
Recognition and Credibility
After 7 years of existence, Amadeus Institute is considered as one of most influential think tanks on the
national and regional political scene.
The reference ranking «Global Go Think tank 2013»
published by the prestigious University of Pennsylvania and announced at the United Nations, has
ranked Amadeus Institute 13th on the MENA region
(Israel, Turkey and Iran included).
Amadeus Institute is also ranked first think tank in
the Maghreb region and 6th in the Arab world. Referenced in 2010 and ranked 28th in 2011, 18th in
2012, Amadeus Institute carries on progressing and
aims to integrate the top 10 MENA and African think
tanks in 2015.
As the main event organized by Amadeus Institute,
MEDays Forum is ranked 49th forum in the world
and first forum in the Arab world, surpassing the
events organized by Gulf countries (United Arab
Emirates and Qatar).
Morocco and to establish a Moroccan civil society
that Amadeus Institute represents, at the heart of
dialogues and discussions at the international scale.
In 2009, Amadeus Institute has also initiated and
organized the first regional conference on « Governance and economic development » in Marrakech, an event that has witnessed the participation of
Maghreb and European officials, representatives of
the United Nations, representatives of civil society
as well as highly acclaimed academics.
Strengthened by this international credibility, Amadeus Institute receives more and more delegation
in official visit to Morocco. These meetings and exchanges are the opportunity to raise the questions
of the reform engaged in the Kingdom but also to
discuss the great regional and international topics,
through the vision and the reading of an independent Moroccan think tank.
Realizations and Publications:
Since its creation in 2008, Amadeus Institute has
distinguished itself by numerous scientific documents published: MEDays annual report, Global
Growth Outlook, White paper Education/Middle
class, Memorandum Constitutional Reform and the
study “Morocco-Africa: 15 recommendations for a
responsible and sustainable co-development”, not
to mention the magazine Geopolitik, specialized in
international relations and launched in 2012.
The main goal of these publications is to bring
Amadeus Institute closer to the academic world
but also from the political and economic decision
makers at the national scale by proposing in-depth
analysis, benchmarks, and concrete propositions.
These tools, essential to a think tank with an international scope, allow to share readings, analysis
and propositions of Amadeus Institute on national
or global questions, in a regular, dynamic and accessible fashion. Most importantly, it is about popularizing reflection as well as strategic and prospective watch on forefront international issues.
Beyond the considerable enrichment on key subjects about Morocco and Southern countries in
general (international security, economic crisis,
good governance, cooperation and development),
these documents are also perceived by academia
as tools and academic references of high value.
Amadeus Institute’s expertise is appreciated and
recognized at the international level since it has
been a major stakeholder in many events such as
the Special Visit Program in Melbourne in 2010, the
Seminar on Peace and Development in Africa in Beinjing in 2010, the Conference on the prevention of
causes of conflicts in Nairobi in 2010, the Sustainable
Development Summit in New Delhi in 2011, the New
York Forum in 2011 and 2012, the Gulf Strategic Conference in Manama in 2013, Bamako Forum in 2010,
2013, and 2014, the forum of CPAPD 2014 in Beijing,
the Abu Dhabi Strategic Debates in 2014, the General Assembly of EuroMesco every year since 2011,
the MENA think tank summit in Istanbul or in 2015,
the Crans Montana Forum, the Africa CEO Forum in
Geneva and the BOAO Forum in China.
Amadeus Institute has also been designed official
partner of the Union for the Mediterranean (UPM)
at the time of the forum under Franco-Egyptian
governance in Marseille in 2010.
Besides the topics mentioned, those forums were
the opportunity to give an international scope to

The MEDays Forum
Initiative, Goal and Appraisal
MEDays International Forum, created in 2008
and hosted by the city of Tangier, Morocco’s
opening on Europe and the Mediterranean, is
the main event organized by Amadeus Institute.
Initiative
Format
Held in November, under the High Patronage of
His Majesty the King Mohammed VI, during 4
days and more than 20 sessions and panels, MEDays Forum gathers a community of around 150
high-level speakers representing all of the five
continents: heads of states, heads of governments, political decision-makers, Nobel Prizes,
representatives of international organizations,
CEOs, experts and forefront international figures.
The forum’s official opening ceremony is the
opportunity to award the MEDays prize, granted
each year to figures, institutions, organizations,
or firms which brought a determining contribution to the development of Southern countries,
or having a real added value in the improvement of North-South or South-South relations.
Each year ’s closing ceremony is marked by the
reading of the “ Tangier Declaration”, which
states the main recommendations proposed
during the debates.
At the end of each MEDays Forum, Amadeus
institute conducts an in-depth analysis of the
debates which are compiled in its annual report.
MEDays Prize
Handed annually during the official opening
and closing ceremony of the forum, the MEDays
Prize is attributed to figures, institutions, organizations or firms who brought a determining
contribution to the improvement of north-south
or south-south relations. The MEDays Prize is
divided in 4 categories:
-
MEDays Grand Prize
-
MEDays Business Prize
-
MEDays Political Initiative Prize
-
MEDays Environment and Sustainable
Development Prize
Goal
First and foremost, it is a space for dialogue, exchange, consultation, proposition between international decision-makers and major political
and economic actors. As a platform for reflection and debate around different priority problematic and themes, the MEDays Forum was put
in place in order to contribute to the international debate in the light of Southern countries’
ambitions (developing and emerging countries).
It is, indeed, a committed and for ward-looking
representative.
Beyond this positioning, MEDays Forum aims to
strengthen the brand image of Morocco at the
international level, while putting for ward the
strategic orientations defined by His Majesty the
King Mohammed VI. The forum is also taking an
important educational role with Moroccan citizens since the forum is open to the public and
welcomes each year around 2500 participants,
among them 1000 students in 2014.
Appraisal
Sevel years of reflection and debate
MEDays forum has known a real evolution during
its seven years of existence. Despite a low budget compared to other international conferences
of same level, it has gradually imposed itself as
being one of the most important international
geostrategic forums in Africa and the Arab world.
For 7 years, the MEDays Forum is organized in November of each year, Under
the High Patronage
of His Majesty King
Mohammed VI. It has
gradually become one of the
major international geostrategic forums in Africa and the
Arab world
Ambition and perspectives
The ambition of Amadeus Institute is to maintain MEDays as a reference forum for emerging
and developing countries. It aspires to be the
Forum of the South, devoted to global themes
and issues.
It has to be stated that numerous African and
Middle-Eastern countries are actively soliciting
Amadeus institute, which organizes the forum,
to extend the event into regional conferences.
Starting 2016, a number of collaboration should
give birth to a regional MEDays, preceding the
actual forum in Tangier, such as Davos MENA
and Africa.

To create meaningful dialogue and debate, the programme
will feature innovative formats that aim to generate insight,
spark inspiration and drive impact for participants.
General insight
Plenary sessions feature government officials and business
leaders, cover broad issues related to the meeting’s
theme and provide the conceptual framework for further
discussion. In almost all cases, ample time for questions,

economic and business issues related to the topic.
Panels pursue topics related to the pillars of the programme
in greater depth and are structured around a panel, bringing
together expert views and contrasting perspectives under
the guidance of a moderator. The objective of each panel
is to formulate two to three concrete action points on the
topic. Some of the panels are sector-specific and industryfocused.
Discussion with... represents one of the highlights of MEDays
Forum. They take place right after the plenary sessions and
hold the format of one-on-one sessions, focusing on the
work, analysis, and propositions of a personality from the
political, economic or civil society sphere, in order to share
his or her ideas on a predefined topic. They can also take
the shape of a tripartite discussion.
