58-60 Chair’s Report The past year has been both challenging and exciting for CLRC. In 2014, a Strategic Plan was initiated and during the morning Workshop there was extensive discussion on what services CLRC provides and what Associations want and need. It was identified that over the past several years, many expenses had been cut to the point where there was little left to cut. At the same time, the cost of living and operating expenses had risen, but we did not pass on those increases to the Associations. Nonetheless, the staff and Board reviewed the budget and managed to further decrease operating expenses. The Strategic Plan made it clear that in order to continue operating in a healthy financial position, we had no option but to increase unit costs, while at the same time, looking at ways to provide more and better service to the member associations. To that end we have invested in hiring new staff, a Financial Assistant and one new Registrar. With the hiring of Financial Assistant, Sandra Languet, Jim Washer has been able to focus on the operations of CLRC. The new Registrar, Pamela Pearson started in October and is in training, particularly with the Equine breeds. We have also identified the need to increase our programming staff in the coming year to support the current Program Manager, Glenn Clark with the technical side of the business. We are continually looking for businesses that will provide additional enhancements to the services that CLRC currently provides, for example birth weight stats for the Beef breeds, or colour genetics for the equine industry, which would be welcomed by several associations. The Board will continue working on the priorities for the coming year which will include but not be limited to improving turnaround time, continuing with staff succession planning and increasing electronic services and other technologies. It has been my pleasure to work together with the Board to continue to build on the momentum from the AGM in Ottawa last year. Respectfully submitted Mary Cork, Chair Rapport du Présidente Pour la SCEA, l’an passé a été une année de défis stimulants et captivants. En 2014, le plan stratégique a été initié et durant l’atelier qui a lieu conjointement avec l’assemblée générale annuelle, les participants ont discutés des services offerts par la SCEA ainsi que les services qui sont voulus par les associations membres. Il fut identifié que plusieurs coûts ont été coupés au cours des dernières années au point où il ne restait pas grand-chose à couper. En même temps, le coût de la vie et les charges d’exploitation ont augmentés mais ces frais n’ont pas été transmis aux clients. Toutefois, le personnel et le Conseil d’administration ont examinés le budget et ont pu diminuer d’avantage les charges d’exploitation. Le plan stratégique a clairement indiqué que dans le but de fonctionner dans une situation financière saine, nous n’avions pas d’autre choix que d’augmenter le frais unitaire tout regardant les moyens de fournir plus de services, et un meilleur service, aux associations membres. À ces fins, nous avons investis dans l’engagement de nouveau personnel – une assistante financière et une nouvelle régistraire. Avec l’engagement d’une assistance financière, Sandra Languet, Jim Washer a été en mesure de se concentrer sur les opérations de la SCEA. La nouvelle régistraire, Pamela Pearson, a commencé au mois d’octobre et est en formation, surtout dans les races chevalines. Nous avons aussi identifié la nécessité d’augmenter notre personnel de programmation au cours de l’année à venir afin d’aider notre programmeur actuel, Glenn Clark avec le côté technique de l’entreprise. Nous sommes toujours à la recherche d’entreprises qui peuvent fournir des améliorations aux services actuellement offerts par la SCEA, par exemple les pesés à la naissance pour les races à bœuf ou les génétiques de couleur pour l’industrie équine, qui seront appréciés pas plusieurs associations. Le Conseil d’administration va continuer à travailler sur les priorités pour l’année à venir qui comprendra, mais ne sera pas limité à, améliorer le temps pour compléter les transactions, poursuivre la planification de la relève du personnel, augmenter les services disponibles électroniquement ainsi que le développement d’autres technologies. Je suis fière d’avoir travaillé avec le Conseil d’administration afin de continuer à renforcer la dynamique de l’AGA à Ottawa l’an dernier. Sincèrement, Mary Cork Présidente General Manager’s Report The Goal of every Association is certainly to be in a position to report at year end on the positive developments and successes of the previous year. Although we recognize we still have many challenges ahead, we are very pleased with the recent progress made. With the initial developments of our Strategic Plan, we launched an Association-Wide survey and as a result received over 600 responses in the first two days alone, providing important feedback as to what Associations wanted to see. The Board completed the first stages of the Strategic Plan, and intends to have a more comprehensive report shortly. In brief, the Strategic Plan is based on the three pillars of Service, Cost and Quality. Our commitment is to provide Leading Edge Service & Technology, Ensure Quality Services, and Develop Long Term Organizational Sustainability. This includes staff and Board succession planning, improved turn-around times for processing registrations, transfers and DNA applications, improved technologies for registering animals and tracking transactions, as well as financial stability and improved communications with Associations. CLRC finished 2015 with an overall increase of @ 3.5% in the volume of work (Units) processed compared to the previous year, with some breeds experiencing increases while others noted declines. Based on overall increased demands, and with new breeds having joined CLRC, we experienced a back log of work and slower turnaround times. In response, several new staff were hired including Sandra Languet as Finance and Operations Assistant and Mohamed Ismail as part-time support, both adding to the relief of administrative work from the Registrars, allowing them to focus on breeder and association requests. We also hired an additional Registrar, Pamela Pearson, to further improve direct service and turnaround times. Although Pamela is still in training, she is very involved in processing and support of Equine breeds. This should have a positive effect and we will continue to employ methods to allow us to meet our goal of improved services. After 3 years of deficits, we are pleased to report a year-end surplus, as well as stable cash flow and financial forecasts. This was achieved through careful budgeting and managing costs, particularly in-house operating expenses and a reduction in Board travel. Many additional changes have been made internally including upgraded computers, software and office equipment. As requested last year, SNP Genomic testing has been successfully implemented for several of the beef breeds, and we will further develop technologies and the electronic registry for associations that are not currently using this format. A Sponsorship Recognition program has been initiated to encourage and recognize our supporters and sponsors. Details will be developed in the coming year, however initial interest has been very positive. I have made a point to reach out to several Associations by attending their Annual Meetings and listening to their concerns and issues so that we can work together to further develop our mutual goals. Once again, I would like to express my appreciation to the Board for their continued leadership, and the dedicated staff who work diligently on behalf of the individual breeders every day. Même si nous reconnaissons que nous avons encore de nombreux défis à relever, nous sommes très satisfaits avec le progrès à date. Avec le développement initial de notre plan stratégique, nous avons lancé une enquête au niveau de toutes les associations membres et nous avions reçus plus de 600 réponses dans les premiers deux jours nous offrant une rétroaction très importante concernant ce que les associations membres veulent voir dans le futur. Le Conseil d’administration a terminé les premiers stages de ce plan stratégique et a toute intention d’avoir sous peu un rapport plus compréhensif. En bref, le plan stratégique repose sur les trois piliers du service, coût et qualité. Notre engagement est de fournir des services et technologies exemplaires, assurer des services de qualité, et développer à long terme la viabilité organisationnelle. Cela comprend la planification de la relève du personnel et du Conseil d’administration ; l'amélioration du temps requis pour compléter les enregistrements, les transferts et les demandes de trousses ADN ; des améliorations technologiques pour l'enregistrement des animaux et le suivi des transactions; ainsi que la stabilité financière et l’amélioration de la communication avec les associations membres. La SCEA a terminée l’année 2015 avec une augmentation globale de 3,5% dans le volume de travail (unités) traitées par rapport à l'année précédente. Certaines races ont marquées des augmentations tandis que d'autres ont noté des diminutions. Basé sur l'augmentation globale des demandes, et avec les nouvelles races qui se sont joints à la SCEA, nous avons marqué un retard dans le retour du travail et des délais d'exécution plus lente. En réponse, plusieurs nouveaux employés ont été engagés, y compris Sandra Languet comme assistante financière et Mohamed Ismail comme personnel de soutien à temps partiel. Sandra et Mohamed ajoutent à l'allégement du travail administratif des régistraires, ce qui leur permet de se concentrer sur les demandes des éleveurs et des associations membres. Nous avons également engagé une régistraire supplémentaire, Pamela Pearson, pour améliorer d’avantage le temps pour compléter les transactions. Bien que Pamela soit encore en formation, elle se concentre sur les races chevalines. Cela devrait avoir un effet positif et nous allons continuer à employer des méthodes pour nous permettre d'atteindre notre objectif de services améliorés.
