1. Objet de l’appel d’offres
Le Ministre du Développement Urbain et de l’Habitat, Maître d’Ouvrage, lance
pour le compte du Gouvernement de la République du Cameroun, un appel
d'offres national ouvert pour la rénovation du réseau informatique.
2. Consistance des prestations
Les prestations objet du présent appel d’offres comprennent la fourniture,
le transport, la manutention, l’installation et la réception des matériels et
sont définies ainsi qu’il suit :
I.
Infrastructure matérielle et réseau
I.1 Rénovation du réseau du site de l’immeuble abritant les
services du MINDUH
I.1.1 Migration de la dorsale Ethernet 100 Mbits/s vers une
dorsale Gigabit Ethernet en fibre optique
-
fourniture et installation de 2 switchs Cisco 2960 avec port optique :
48 ports avec 2 ports de 1000 Mbits/s et SFP ; Administrable ;
fourniture et installation de 2 switchs Cisco 2960 avec port optique :
24 ports avec 2 ports de 1000 Mbits/s et SFP : Administrable ;
fourniture, installation et configuration d’un switch de distribution
Cisco 2960 G ;
fourniture, installation et configuration d’un routeur professionnel
Cisco 1941 ;
fourniture de 4 cartes réseau 1000 Mbits/s pour serveur HP (2) et
DELL (2) ;
fourniture fibre optique (100 m) et ses accessoires et pose sur la
dorsale.
I.1.2 Augmentation de l’autonomie des onduleurs APC 3 KVA
Fourniture et installation de 2 batteries supplémentaires RBC11-BD1
I.1.3 Extension du réseau

fourniture, installation et connexion au switch de 15 prises réseau
Ethernet « Le Grand » CAT-6 dans des bureaux 8e, 9e et 1er étage
(100 m de câble réseau CAT-6) ;
fourniture et pose de 15 goulottes de 2m.
I.2 Rénovation du réseau du site de l’immeuble ministériel n° 2
I.2.1 Fourniture et installation de deux baies de brassage (4 e
étage, 2e étage)
I.2.2 Extension du réseau
- fourniture, installation et connexion au switch de 15 prises réseau
« Le Grand » CAT-6 dans les bureaux 4e et 2e étage (100 m de câble
réseau CAT-6) ;
- fourniture et pose de 15 goulottes de 2 m ;
- fourniture, installation et configuration d’un routeur professionnel
Cisco 881 ;
- fourniture d’un serveur : HP Proliant ML 110 PIV Core Duo 4 Go Ram
150 Go (Ext)

3. Participation et origine
La participation au présent appel d'offres est ouverte uniquement aux
sociétés de services informatiques régulièrement installées au Cameroun.
4. Financement
Les travaux objet du présent appel d’offres sont financés par le Budget
d’Investissement Public (BIP) de l’exercice 2011.
5. Consultation du dossier d’appel d’offres
Le Dossier d'Appel d'Offres peut être consulté dès publication du présent avis,
à la Direction des Affaires Générales du Ministère du Développement Urbain
et de l’Habitat (Service des Marchés) sise au 8è étage de l’immeuble abritant
ses services, Tél. 22 21 99 14 poste 128.
6. Acquisition du dossier d’appel d’offres
Le Dossier d'Appel d'Offres peut être retiré dès publication du présent avis, à
la Direction des Affaires Générales du Ministère du Développement Urbain et
de l’Habitat (Service des Marchés), Tél. 22 21 99 14 poste 128. Le retrait d’un
dossier se fera sur présentation d'une quittance de versement d'une somme
non remboursable de 50 000F (cinquante mille francs) CFA payable au
Trésor Public.
7. Remise des offres
Chaque offre, rédigée en langue française ou anglaise et en cinq (05)
exemplaires dont un (01) original et quatre (04) copies marqués comme tels,
devra parvenir à la Direction des affaires Générales du Ministère du
Développement Urbain et de l’Habitat (Service des Marchés) au plus tard le
14 Juin 2011 à 10 heures, heure locale. Les Offres déposées contre
récépissé devront porter la mention :

8. Cautionnement provisoire
Chaque soumissionnaire devra joindre à ses pièces administratives, une
caution de soumission établie par un établissement bancaire agréé par le
Ministre chargé des Finances, valable pendant trente (30) jours au-delà de la
date originale de validité des offres. Le montant de la caution est fixé à la
somme de 300 000 F (trois cent mille francs) CFA.
9. Recevabilité des offres
Sous peine de rejet, les autres pièces administratives exigées doivent être
produites en originaux ou en copies certifiées conformes par les services
émetteurs, conformément aux stipulations du RPAO.
Elles devront obligatoirement dater d’au plus trois (03) mois à l’ouverture des
plis ou avoir été établies postérieurement à la date de publication de l’Avis
d’Appel d’offres.
Toute offre non conforme aux prescriptions du présent avis et du DAO sera
déclarée irrecevable.
10. Ouverture des offres
L'ouverture des offres se fera en un seul temps le 14 Juin 2011 à partir de
11 heures, heure locale, par la Commission de Passation des Marchés du
Ministère du Développement Urbain et de l’Habitat, siégeant au 8ème étage
de l’immeuble abritant ses services.
Seuls les soumissionnaires ou leurs représentants dûment mandatés et ayant
une parfaite connaissance du dossier peuvent assister à cette séance
d’ouverture.
11. Délai de livraison
Le délai maximum de livraison prévu par le Maître d’Ouvrage pour la
rénovation du réseau informatique du MINDUH est de deux (02) mois.
12. Critères d’évaluation
12.1. Critères éliminatoires
Les principaux critères éliminatoires sont :
- fausse déclaration ou pièce falsifiée ;
- dossier non conforme aux prescriptions du DAO ;
- omission dans l’offre, d’un prix unitaire quantifié ;
- dossier ayant obtenu au terme de l’analyse technique moins de 07 oui
sur 10.
12.2. Critères essentiels
Les détails de ces critères essentiels sont précisés dans la grille
d’évaluation figurant au Règlement Particulier de l’Appel d’Offres.
L’évaluation des offres techniques sera faite suivant le système binaire
(oui/non) sur la base des critères essentiels de qualification ci-dessous :
A- Capacité financière du soumissionnaire :

Seuls les soumissionnaires qui auront obtenu au moins 07 éléments
positifs sur 10 seront jugés techniquement qualifiés et admis à l’analyse
financière.
14. Attribution
Le marché sera attribué au soumissionnaire dont l’offre, présentant des
capacités administratives et techniques satisfaisantes, sera jugée la moins
disante.
15. Durée de validité des offres
La durée de validité des offres est de quatre vingt-dix (90) jours à compter de
la date limite fixée pour leur remise.

Les renseignements complémentaires peuvent être obtenus auprès de la
Direction des Affaires Générales (Service des Marchés), Tél. : 22 21 99 14.
17. Additif à l’appel d’Offres
Le Ministre du Développement Urbain et de l’Habitat se réserve le droit, en
cas de nécessité, d’apporter toute autre modification ultérieure utile au
présent appel d’offres.

1. Subject of the invitation to tender
On behalf of the Government of the Republic of Cameroon, the
Minister of Urban Development and Housing, Project Owner, hereby
launches an open national invitation to tender for the renovation of the
computer network of MINDUH.
2. Nature of works services
The services of the present invitation to tender comprises the supply of
the equipment, transport, handling, installation and the reception.
I. Physical infrastructure and network
I.1 Renovation network site of the building hosting MINDUH
services
I.1.1 Migration of Ethernet backbone 100 Mbps Ethernet to a
Gigabit backbone optical fiber
- Supply and installation of 2 Cisco 2960 switches with optical port: 48
ports with 2 ports of 1000 Mbps SFP Manageable;
- Supply and installation of 2 Cisco 2960 switches with optical port: 24
ports with 2 ports of 1000 Mbps SFP: Manageable;
- Supply, installation and configuration of a Cisco 2960 G distribution
switch ;
- Supply, installation and configuration of a Cisco 1941 Professional router;
- Supply of 4 NIC 1000 Mbps HP server (2), DELL (2);
- Supply of an optical fiber (100 m) and its accessories and its laying on
the backbone.
I.1.2 Increase the autonomy of 3 KVA APC UPS
Supply and installation of 2 additional RBC11-BD1 batteries
I.1.3 Network extension
- Supply, installation and connection to the 15 sockets Ethernet network
"Le Grand" CAT-6 offices in offices on the 8th , 9 and 1st floor (100 m
network cable CAT-6);
- Supply and installation of 2m, 15 spouts (chutes).
I.2 Ministerial Building No. 2 network renovation
I.2.1 Supply and installation of two wiring closets (4th floor, 2nd
floor)
I.2.2 Network extension
- Supply, installation and connection to the 15 sockets switch network "Le
Grand" CAT-6 on the 4th and 2nd floor offices (100 m cable network CAT6);
- Supply and installation of 2 m 15 chutes;
- Supplying, installing and configuring a Cisco 881 professional router;
- Provision of a server: HP Proliant ML 110 PIV Dual Core 4 GB Ram 150 Gb
(Ext)
I.2.3 Supply and installation of a UPS system caracteristics
- 2 KVA;
- APC and MGE.
II. Software infrastructure and security
Migrating Windows 2003 server to Windows 2008 server
Supply of the Software Network Administration "Ideal Administration.
3 Participation and origin
Participation in this tender invitation is open only to computer companies
based in Cameroon.
4. Financing
The works which form the subject of this invitation to tender shall be
financed by the Public Investment Budget of MINDUH, 2011 financial year.
5. Consultation of the tender document
The tender document may be consulted during working hours, upon
publication of this tender invitation, at the Department of General
Administration of the Ministry of Urban Development and Housing
(Contracts Service) located on the 8 th floor of the building that hosts its
services, Tel. 22 21 99 14 post 128.
6. Acquisition of the tender document
The tender document may be obtained upon publication of the present
invitation at the Department of General Administration of the Ministry of
Urban Development and Housing (Contracts services) at the 8 th floor of the
building hosting its services, Tel. 22 21 99 14 post 128. The obtension of a
document will be done on presentation of a receipt testifying to the
payment of a non-refundable sum of (50 000) fifty thousand francs
CFA to the Public Treasury.
7. Submission of tender
Each tender, drafted in English or French in five (05) copies, that is, one
(01) original and four (04) copies labelled as such, should be forwarded to
the Department of General Administration of the Ministry of Urban
development and Housing (Contracts Service) not later than June 14th
2011 at 10 am, local time. Tenders shall be deposited against a receipt
and shall be labelled as follows:

8. Provisional guarantee
Each bidder must attach to his administrative documents, a provisional
guarantee issued by a banking institution, approved by the Minister in
charge of Finance, valid for (30) thirty days after the deadline of validity of
bids. The amount of the provisional guarantee is three hundred
thousand (300 000) F CFA.
9. Tenders admissibility
Under penalty of rejection, the required administrative documents must be
produced in originals or in certified true copies by the issuing authorities,
as the case may be, following indications of the RPAO.
They must obligatorily date at most (03) three months preceding the
submission date or having been established after signature date of the
tender notice.
All bids non-conform with the prescriptions of the present invitation and
the Dao will be declared inadmissible.
10. Opening of bids
The bids shall be opened in one phase and will be done on June 14 th
2011 as from 11 a.m., local time, by the Tenders’ Board of the Ministry of
Urban Development and Housing meeting on the 8 th floor of the building
that hosts its services. Only bidders or their duly authorised and wellinformed representatives shall attend this session.
11. Delivery deadline
The maximum deadline for the delivery of each lot provided for by the
Contracting Authority shall be two (02) months.
12. Evaluation criteria
12.1. Eliminatory criteria
The main eliminatory criteria are:
- False declaration or forged documents
- Documents which do not conform with the tender file;
- Omission in the bid of a quantified unit price;
- Documents not having obtained 07 “yes” on 10 after analysis of the
technical document.
12.2 Essential criteria
The details of the essential criteria are specified in the evaluation grid
featuring in the RPAO
The technical evaluation will be done by the binary system (Yes/No) on the
basis of the following essential criteria:

B- Conformity of the supply in respect of the terms of the order

C- References of the bidder

Only bidders who would have obtained at least 07 positive elements on 10
would be declared technically qualified and admitted for analysis of the
financial document.
13. Award
The contract will be awarded to the lowest bidder who satisfies the
required administrative and technical capacities.
14. Duration of tender validity
The bids are valid for (90) nine days from the date fixed for their
submission.

16. Amendment to the invitation to tender.
The Minister of Urban Development and Housing reserves the right, if
warranted, to subsequently amend this invitation to tender afterwards.
