What has happened since last
year’s Cartes exhibition?
Since last year, we have consolidated
our position to become the second largest player in the smart card industry. In
terms of our offering, we have continued
to develop the service part of our business with comprehensive new service
offerings both in the payment and the
telecom sectors. Geographic expansion
has continued with the opening of service centers in Mexico and India .
The creation of a dedicated Identity Division has started to bear its first fruits:
Oberthur Technologies won 5 new epassport projects since the last Cartes
exhibition, its first large scale e-ID card
contract, as well as numerous infrastructure projects – enrollment and issuing
What is the impact of the
global economic downturn on
your business?
In 2009, Oberthur Technologies should
generate a moderate but positive growth
which is a clear achievement given the
tough market conditions. The card industry is less impacted than some but is
not immune to this crisis. Beyond the direct impacts on growth and profitability,
it could generate a mid-term threat in the
slowdown of the pace of adoption of new
technologies. In these times, it is tempting to curb investment in innovation.
On the contrary, and as is shown by the
tremendous success of smartphones in
2009, bringing new services and new
values to customers is probably the way
out of such crisis.
Therefore, we, at Oberthur Technologies continue to drive our innovation efforts and are more than ever dedicated
to working with our business customers
and partners in order to help them bring
more value to their customers.
What are you expecting for 2010?
We have demonstrated a solid and stable business in 2009 and our objectives
for 2010 are to resume growth, continue
expanding our service offering and contribute through our innovation to shape
the future of the industry.
In the coming year there are some major
events and trends that could have a long
term impact on our industry. In particular, we will be closely watching:
-Development of the Nice project
which could confirm that the right
ecosystem has been found for the development of NFC.
-Increased awareness in the US of the
importance of deploying EMV cards
for payment.
-Acceleration of the development of
digital identity.
Our future innovations and business
strategy will be driven by these trends
and many others. Our industry is at a
turning point with many exciting developments to come in the next year. The
innovations we will showcase at Cartes

What new products are you introducing at Cartes this year?
With nominations for Sesames awards
in both the Hardware and Loyalty categories Smart Lumière is a dual interface EMV payment card lights up when
it is in the field of the contactless reader to inform the cardholder when the
transaction is processing.
SIMSense, the first motion detection
and handset independent SIM Card
was nominated in the Mobile Category
for a Sesames Award. The ability to associate motions with different services
or applications has many exciting possibilities which can create value-added
services for Mobile Network Operators
and their customers.
We have also received a nomination in
the Software category for Chrysalis
Fly EAL4+ which is the first dual interface payment card to reach the Com-
mon Criteria standard’s most rigorous
accreditation for financial instruments,
the EAL4+ security level.
We will also showcase our Smart Services offer which is composed of new
value-added services for issuers and
their cardholders. Some examples of
this innovative range of services include
Smart PIN, which allows the secure
delivery of the cardholder’s PIN code to
their mobile handset via SMS. Another
exciting service is Smart One Card
which enables issuers to provide cardholders with an online interface to customize the design of their own banking
card.
These nominations are examples of our

Do environmental concerns
from your business customers
or end users play a role in your
offering?
Today environmental issues are a key
factor for our clients in all market segments, from mobile operators to financial institutions. There is also a growing
awareness from consumers who take
into account environmental choices in
their daily lives.
This year at Cartes, we showcase our
Smart Eco range of eco-friendly payment cards, SIM cards and packaging.
Our commitment goes beyond the
product itself. It is part of the way we
operate the company. We have taken
various initiatives in order to reduce our
environmental footprint. For example,
all our manufacturing sites will have received the ISO 14001 certification by
year end.
For mobile operators, we have developed EcoSIM, a new SIM card format
that is half the size of a normal SIM. This
new SIM card is manufactured with 50%
less plastic and reduces the environmental footprint by half compared to a
classic SIM. This means going from 16g
of CO2 to 8g of CO2 generated per card.
Until now, SIM cards were produced on
sheets of plastic using a credit card size
format. Our patented process allows for
the manufacturing of two SIM cards on
the same amount of plastic instead of
only one. Imagine the impact of cutting
the quantity of plastic used by half for
the 3 billion SIM cards shipped annually!
For financial institutions we have developed a range of cards providing environmentally friendly alternatives to PVC.
Although recycled PVC cards have
been used around the world for some
time now, we have created more options which take into account the different needs of issuers including commercially proven options such as PET-G to
cards made from natural materials that
biodegrade.
These cards and the entire Smart Eco
range will be available at our stand at
Cartes this year.

ICSD L3: ATM In-Cassette
Staining Device
This intelligent system protects cash inside of the
ATM cassette in the event of an attack by spraying
the banknotes with an indelible purple ink, which
renders the money worthless to the criminals.
The money is protected against various forms of
physical attack such as ram raids and forced entry.
The solution is modular and can be activated by a
number of pre-defined triggers - tilt, impact, gas
detection sensor, liquid, temperature,
light, unauthorized ATM door opening. Further inputs can be integrated
as the customer requires.

NFC Village
The emerging market of NFC services is taking a turn. Pilots conducted worldwide during the last five years showed the great interest of end-users but also demonstrated the limits of a one-to-one
approach. The challenge is now to develop an interoperable and
standard solution that end-users can use whatever is their mobile
operator, bank, transport authority or preferred shops.
The pre-commercial NFC launch which will take place in Nice in
early 2010 illustrates perfectly this new step as it prompts French

SIM Shortcut
The SIM menu is generally difficult to find on a handset, which limits the use of SIM-based services. With
SIM Shortcut, the user simply needs to dial “746” and
access SIM-based services. The call will be aborted by
the application and the caller will be automatically directed to the SIM menu.The user can change the shortcut number himself.
IMEI Tracking
When changing handsets, end users lose their personal
settings, such as SMS-C number, MMS and a WAP
configuration. As a result, hotlines get very busy, creating huge call center costs for mobile network operators.
The IMEI (International Mobile Equipment Identity)
Tracking by Oberthur Technologies provides mobile
network operator with IMEIs on the field for automatic
configuration of the connection parameters.
When the SIM Card is inserted in a new handset,
the IMEI Tracking application will detect the change of
device and send a data message with IMEI and IMSI
(International Mobile Subscriber Identity) to the mobile
network operator.
When the IMEI is received, the mobile network operator can perform a remote update of the new mobile
phone. End users can enjoy all the network services
with no delay.
Dual IMSI
Active mobile phone users have challenges to manage
both professional and personal phone calls. To address these challenges, most users opt for two phone
connections in two different handsets. With Dual IMSI
(International Mobile Subscriber Identity) application,
end users can have two different mobile lines in one
SIM card.
Through the SIM menu or at the handset start-up, the
user can switch from one line to another without switching off the handset. When applying the switch, the end
user can decide to forward the calls from the inactive
line to the active one.

through Innovation
Almost one year a half after the creation of the Identity Division, the department has been able to show its competences and strengthen its position in
the different markets.
Citizen
 Guatemala Electronic ID
Guatemala has implemented a new national infrastructure
to issue identification cards to all citizens and permanent residents within the country. The program started in 2009 and by
the time of the next election over 11M smarts card credentials
will be issued.
Oberthur Technologies was selected to provide a Java™based contact smart card with applications including a data
applet using ICAO specifications and biometric offline authentication. This laser engraved, polycarbonate card is produced
within Oberthur Technologies manufacturing centers and personalized in Guatemala.
Oberthur Technologies has also been contracted to provide identity control application, including Biometric readers
and biometric verification software. This imitative is the first
nationwide issuance and implementation of a smart card credential within Latin America.
Driving
 Danish Driving Licence
The Danish National Police, Rigspolitiet, have decided to
outsource the production and personalization of the Danish
Driving Licence, which has up to now been personalized in the
police premises. Oberthur Technologies has been a supplier of
the Polycarbonate card to the Police for many years and was in
July 2009 awarded the contract to take over personalization of
the driving licence in addition.
The strategy of Oberthur Technologies is to set up personalization bureaus close to its clients and take advantage of the
global personalization offer. Based on the guide lines from the
Danish National Police the Danish personalization bureau has
undergone security check and approval to certify the facility, at
which the personalization process, including data processing,
daily deliveries and express services takes place.
With this order, Oberthur Technologies further strengthen
its position on the Nordic ID-market, especially in the Government sector, to which we deliver not only secure ID cards, but
also Health Cards, National ID cards, Logical Access cards and
e-passports.
Travel documents
 Oberthur Technologies’ delivered ePassport
in Philipines
In August 2009, the first electronic passport embedded with
computer recognized biometrics and safety features for tamperproofing has been delivered to the Presidente Gloria MacapagalArroyo.

Health
 Oberthur Technologies strengths its position
in the health market
Groupement Inter Professionnel – Carte Professionnel de Santé
(GIP CPS, represents all the professionals working in the health
area (pharmacist, physiotherapist, nurses, doctors…).
They use their cards to access in a secure way their different working tools. Oberthur Technologies will be providing the
new generation of health professional card (CPS3).
CPS3 is a smart card embedding IAS-ECC application, users
can identify and authenticate themselves and sign electronically, offering them the state of the art of the health card in Europe. Moreover this new product includes a dedicated proprietary application based on the GIP-CPS specifications in order
to facilitate the migration.
For professionals this new interoperable solution based on
European standards and compliant with the digital signature
decrees will dematerialize at it maximum administrative tasks.
This project confirms Oberthur Technologies position in the
health market (Vitale 2, Duo cards) and confirms its know how
in leading a migration project.
Government
 US Department of Defence 128k
Oberthur Technologies continues to be the #1 provider of PIV
credentials to the U.S. Federal government.
The ID One Cosmo 128K dual interface card supports U.S.
Federal programs such as HSPD-12 and other smart identity
applications in the field.
Oberthur supplies credentials to 78 Federal agencies and
programs including the Executive Office of the President,
DMDC’s Common Access Cards (CAC) and the Transportation
Worker Identification Credential (TWIC). Oberthur manufactures and personalizes credentials for the U.S. government at
its fully certified US based production facilities.
Corporate market
Oberthur Solutions available in Windows 7
Oberthur Technologies and Microsoft have been working
closely to create a minidriver allowing ID-One™ IAS-ECC
Microsoft’s’ minidriver is a plug in that translates each smartcards’ features to a unique interface designed by Microsoft for
Windows 7.
Minidriver v7 offers new functionalities including automatic
smartcard recognition and the use of the latest cryptographic
algorithms.
The Microsoft minidriver allows the IAS-ECC card to be plug
and play with Windows 7 environment. From now, users will
be able to use ID-One™ IAS-ECC and benefit from an easily
deployable, high end security smart card solution that offers
both physical and logical access control for any governmental
or corporate identity application.
Microsoft has given a vote of confidence to Oberthur Technologies by incorporating the IAS-ECC standard in theirs products.

Oberthur/id3 Fingerprint On-Card Comparison
biometrics meets NIST Criteria
Fingerprint matching consists in comparing a fingerprint from
the reader to a fingerprint stored in the smart card :
Embedded in the Oberthur Technologies Identity Java
Card™ Platform, the fingerprint Match-On-Card (MOC) algorithm from the Oberthur-id3 partnership has become an important driver in the governmental identification market. Offering
the most secure and advanced security features for card holder
identification, the fingerprint MOC fully respects individual privacy with a high security level.
The Minutiæ Interoperability Exchange Test (MINEX) is an
ongoing evaluation to establish compliance for template encoders and matchers for the United States Government’s Personal
Identity Verification (PIV) program.
The last report of the Minex clearly demonstrates the ability
of Oberthur-id3 algorithm to combine exceptional interoperability, accuracy and speedOberthur Technologies/id3 On-Card
comparison is one of two technologies that have successfully
met NIST criteria.

Smart Eco
Oberthur Technologies’ Smart Eco range
redefines the nature of the environmentally friendly card to provide materials
with a conscience.
Oberthur Technologies is investing in
the environment and will continue to research and develop new materials for the
cards of the future, whilst ensuring quality and standards are fully respected.
Consisting of environmentally friendly
materials for all types of cards, from SIM
cards, standard debit/credit payment
cards though to gift and commercial
cards, the Smart Eco range gives customers greater options in defining their end
product to the cardholder, in a format
that is both innovative and environmentally friendly.
For payment, Smart Eco provides
environmentally friendly alternatives to
PVC cards. Four different materials are
introduced within the range, each with
different environmental credentials in
order to take into account the different
needs of issuers, namely
Smart Eco PET-G cards provide a
chlorine-free option for standard banking cards. PET-G offers good card shaping properties and is excellent for chip
embedding, providing an ideal alternative to PVC for financial cards.
Smart Eco Recycled PVC cards are
manufactured using recycled PVC. Recycled PVC is considered to have the
same properties as virgin PVC in terms
of lamination, ink adhesion and shelf life,
while it minimizes the use of natural resources.
Smart Eco PLA cards are made from
a fully synthetic polymer derived from
corn starch, a renewable material. Fully
biodegradable and compostable, the
Smart Eco PLA card is ideal for gift and
commercial applications.
Oberthur Technologies has committed to making the principles of United
Nations Global Compact part of its strategy, culture, and day-to-day operations
and internal processes. The company has received ISO 14001 certifications for
nearly all manufacturing sites around the world, the remaining will be certified
by the end of this year, and is working on a range of projects to improve its
environmentally friendly products and solutions offering.
Smart Eco Bio PVC cards display very
similar properties to standard PVC but
contain additives that help break down
the PVC polymers at a much faster rate
than normal. Under the right conditions,
BioPVC will biodegrade over a period of
up to five years.
