THE NOISE EMISSION OF GAS STATIONS IN THE NETHERLANDS

SUMMARY
This paper describes the ongoing development of a noise emission model for gas reduction and gas
delivery stations.
Gas stations are subject to a number of legislatory obligations. Noise emission is an important aspect
of these demands. In the past there was no overall check on whether Gastransport Services as a
prudent operator was fulfilling these demands. Rather in case of complaints a sound measurement at
a particular station was issued to check whether the noise emission was within the legislatory
boundaries and –if necessary- the required actions were taken to lower the noise emission. Recently –
based on international environmental agreements- it was issued that an overall check on
environmental noise problems should take place in order to have fixed them by the year 2010 at the
latest.
In order to know whether on more than 750 of these stations in the Netherlands these obligations are
fulfilled - instead of costly measurement activities at each location- a model has been developed to
predict the noise emission. In order to be useful the model has to have enough discriminating power to
assign delivery stations into the categories “no problem” and ”problem”.
The details of the model and its discriminating behavior are described in this paper.
RÉSUMÉ
Cet article décrit le développement en cours d’un modèle d’émissions de bruit pour les terminaux de
réception de gaz et les blocs de détente de gaz.
Les stations-service sont soumises à certaines obligations légales. Les émissions de bruit constituent
un volet important de ces obligations. Dans le passé, aucun contrôle total n’était appliqué pour
déterminer si Gastransport Services, en tant qu’exploitant prudent et raisonnable, répondait à ces
obligations. Souvent en cas de plainte, des mesures étaient effectuées dans une certaine stationservice afin de déterminer si les émissions de bruit se trouvaient dans les limites autorisées et, si
nécessaire, les actions requises étaient entreprises pour réduire ces émissions. Récemment, sur la
base d’accords environnementaux internationaux, il a été décidé qu’un contrôle total concernant les
problèmes environnementaux de bruit devait avoir lieu afin de résoudre ces problèmes avant l’an
2010 au plus tard.
Afin de déterminer si ces obligations étaient remplies dans plus de 750 de ces stations-service aux
Pays-Bas et pour éviter des activités coûteuses de mesures dans chacune de ces stations, un modèle
a été mis au point, destiné à prédire ces émissions par simulation. Pour être utile, ce modèle doit
posséder une finesse discriminative suffisante pour distinguer deux catégories : « sans problème » et
« problème ».
