UV+ SOLAIRE - CAMBODGE/MADAGASCAR www.1001fontaines.com/fr UV+Solaire donne aux habitants des zones rurales au Cambodge et à Madagascar un accès simple, à un prix abordable, à une eau de qualité. A cet effet, UV+Solaire a développé un modèle original de potabilisation et de distribution de l’eau et un modèle innovant de contrat de franchise des stations de traitement et de distribution au profit de micro-entrepreneurs locaux. UV+Solaire contribue ainsi à améliorer les conditions de vie et la santé de populations rurales très défavorisées et à dynamiser le tissu économique local. L’INNOVATION AU Créée en 2005, à l’initiative de l’ONG française 1001 Fontaines, UV+Solaire développe un modèle original et SERVICE DE LA MISSION pérenne de franchise sociale pour permettre à des communautés rurales d’avoir accès à une eau potable de SOCIALE qualité. Ce modèle est déployé au Cambodge par la plateforme Teuk Saat, dirigée par Chay Lo, ingénieur agricole cambodgien et est en phase pilote à Madagascar. Il combine trois innovations : Une innovation technique, permettant de potabiliser l’eau à un coût faible grâce à un double procédé de filtration et de purification par une lampe ultra-violet. La station est autonome grâce à un panneau solaire. Un modèle économique hybride : l’équipement de la station est financé par l’ONG 1001 Fontaines, pour permettre un prix de l’eau supportable par les familles très pauvres. Son exploitation est rémunérée par la vente des bonbonnes dans les villages environnants. Un dispositif original de franchise sociale : l’exploitation des stations est confiée à des petits entrepreneurs locaux, formés pendant un an, qui en tirent un revenu régulier pour eux-mêmes et 1 ou 2 salariés. Un contrôle qualité rigoureux est assuré par une plateforme régionale. Ce modèle innovant concilie pérennité économique et impact sanitaire et social : Vendue à très bas prix et livrée à domicile, une eau de qualité est accessible aux populations démunies en zone rurale. Des actions de sensibilisation et la mise à disposition gratuite de bonbonnes dans les écoles par 1001 Fontaines contribuent à diffuser une éducation sanitaire, et ont un impact très positif sur l’absentéisme à l’école. Les stations de traitement de l’eau génèrent des emplois pérennes et des revenus pour le franchisé et ses salariés. Mais l’eau bouillie reste chaude longtemps, alors les enfants continuaient d’aller boire à la mare. Maintenant, ils préfèrent revenir boire à la maison [...] et ne sont presque plus jamais malades. Je suis contente pour eux, parce qu’ils peuvent profiter de l’école, et quand ils auront grandi ils auront un métier; et puis je gagne du temps car je n’ai plus à faire bouillir l’eau, et de l’argent car je n’ai pas à aller au dispensaire et j’économise le prix des médicaments. To realise its mission, UV+Solaire has developed an innovative water treatment and distribution model based on a franchise network of water production and distribution sites operated by local microentrepreneurs. UV+Solaire contributes to the improvement of health and livelihoods in excluded rural communities and also strengthens the local economy. THE INNOVATION IN SUPPORT OF THE SOCIAL MISSION This innovative model fuses economic sustainability and social impact: Incorporated in 2005 by the French NGO 1001 Fontaines, UV+Solaire has created a sustainable and innovative social franchise model that aims to give rural communities access to quality drinking water. The model is replicated in Cambodia by the local platform Teuk Saat under the management of Chay Lo, a Cambodian agricultural engineer. In Madagascar, it is still in pilot phase. This model combines three innovations: A technical innovation that reduces the cost of water processing through a two-step filtration process and through purification using ultra-violet lamps. The processing plant is also self-sufficient thanks to a solar panel. A hybrid economic model in which plant equipment is subsidized by 1001 Fontaines NGO so that water can be sold to very poor households at an affordable price. Operating costs are funded by selling water containers in the surrounding villages. An original social franchise model in which local micro-entrepreneurs run plants on behalf of the franchise. As part of the model, they receive training for a year and can pay themselves as well as one or two employees a salary. Quality control is overseen rigorously by a regional platform. Poor rural households gain access to drinking water at a very low cost. 1001 Fontaines runs social advocacy campaigns on the benefits of drinking water and distributes free water containers in schools. This contributes to the spread of health education and has a very positive impact on school absenteeism. Water treatment plants create sustainable jobs. But boiled water stays hot for a long time so children continued to drink water from the pond. Now they prefer to drink back home [...] and are scarcely sick. I’m happy for them because they can take advantage of the school, and when they grow up they will have a job; and I save time as I no longer have to boil water and also money as I do not have to go with them to the clinic and buy medicines.
